From 1 May 2025, significant changes have come into force regarding the process of verifying overseas degrees for UK visa applications. ECCTIS, the official partner of the UK Home Office for assessing international qualifications, has replaced its previous “Visa and Nationality Service” with a new offering: the Qualification and Language Service (QLS).
While the aim of the QLS is to streamline and formalise degree verification and English language assessment, the changes bring new procedures, higher costs, and potentially longer waiting times. In this article, we break down what this means for visa applicants and sponsoring employers, and how best to prepare.
What Is ECCTIS?
ECCTIS (formerly UK NARIC) is the designated body that compares international academic qualifications against UK education standards. It plays a vital role in UK immigration, especially where applicants seek to prove that their degree meets both the level and language criteria for visa purposes.
Previously, ECCTIS issued statements confirming whether a degree was equivalent to a UK Bachelor’s, Master’s, or PhD qualification, and whether it was taught in English. These statements were often used to meet the English language requirement under the UK’s Immigration Rules. The digital or scanned copy of these confirmations were uploaded as evidence to support the visa application.
What Services Does the New QLS Offer?
Under the updated Qualification and Language Service, ECCTIS now provides two core assessment options tailored to different immigration needs:
English Proficiency and Qualification Comparison:
This comprehensive service determines whether an overseas academic qualification is equivalent to a UK degree (such as a Bachelor’s, Master’s, or PhD). It also assesses whether the course was taught in English at a level consistent with the Common European Framework of Reference for Languages (CEFR). This service is commonly used by applicants seeking to meet both degree and English language requirements for UK visas.
Qualification Comparison Only:
This streamlined option verifies whether an overseas qualification aligns with UK degree standards, without assessing the language of instruction. It is particularly relevant for visa routes that require proof of academic level alone, such as when claiming points for a PhD under the Skilled Worker route.
Key Changes Under the New QLS
Cost Increase
The new QLS now costs £210 + VAT per application, an increase of over 50% compared to the old service. There are no add-on options or discounts for combined services. There is also no refund available after Ecctis has started reviewing an application.
Longer Processing Times
Applicants should now expect a standard processing time of 20 working days. The previously available 10-day standard service and 48-hour fast track option have been removed entirely.
Mandatory Identity Verification
All applicants are now required to complete a live identity check. This includes scanning a biometric passport and using facial recognition software via a webcam or mobile device. Failure in this stage may cause delays or even rejection.
Strict Verification of Qualifications
ECCTIS will directly contact the awarding institution to verify the authenticity of the applicant’s degree. If the institution fails to respond within 20 working days, the application is automatically closed without a refund. Applicants are strongly advised to notify their universities in advance and ensure they respond promptly to ECCTIS requests.
No Representation Allowed
The QLS is now strictly an applicant-led process. Third-party representatives, including legal advisors, are not permitted to complete or manage applications on behalf of clients.
Unique Verification Code Required for Visa Submission
If the QLS application is successful, the applicant will receive a unique ECCTIS code. This code must be included in the visa application. Submitting a visa application without the code may lead to a refusal. At the time of writing, the application forms are not yet updated and still requires evidence to be uploaded. According to the ECCTIS website, UKVI has advised that applicants should scan or photograph their ECCTIS assessment outcome page and upload it in line with the specific instructions outlined in the visa application form.
Key Considerations for Visa Applicants
- Plan Ahead: With no fast-track and longer processing times, allow at least one month for ECCTIS verification, ideally more.
- Contact Your University Early: Notify your awarding institution that ECCTIS will be in touch and request a prompt response, explaining the automatic closure of the process, if no response provided.
- Double Check Your Documents: Ensure your application includes accurate and complete information to avoid rejections. A detailed list of documents can be accessed here.
- Be Aware of the Refund Policy: Once ECCTIS begins processing, no refunds will be provided, even if your university fails to respond.
Should You Consider Alternative Options?
Given the increased cost and potential delays, applicants may find it more practical to take a Secure English Language Test (SELT) approved by the Home Office. SELTs are widely available, relatively affordable, and provide fast results. However, they do require preparation and carry the risk of failing, which could impact application timelines.

The launch of the Qualification and Language Service marks a substantial shift in how overseas qualifications are assessed for UK immigration purposes. While the changes aim to improve verification accuracy and legal clarity, they introduce more responsibility for applicants and potential challenges for sponsors.
